pic warms and all leds light up help

i have build the 18F4550 (40 pin package) circuit.
When i plug in the port all leds light up and pic begins to get hot.
I have used breadboard and add 4k7 on RA1.
But i used 22pF nonpolarized capasitors.

Could anyone help me?
