need help with electronics of pic

Hi

i may sound like a complete noob but i need help with the electronics of getting the pics to do what it do.
im using pic16f527 i programmed to light up a LED on all port and it works on the expermenter board on the programmer but i can't seem to get it to light up LED when i try connecting it to the breadboard. So how should i connect it and what are some basic circuits requirement (if any)?

Check all the power voltages and that the oscillator is running. Also check the configuration bits.
