getting startted

Hey guys, I've come to the 3rd year of my electrical engineering degree and i have chosen a project that requires me to use a PIC chip.

I'm a bit unsure on what hardware to buy and want to get started for a little money as possible. I'm fairly competent writing in C so i intend to use microchip's C18 compiler and the MPLAB IDE, i've also decided that a chip in the 18F range would be best suited for my application.

What programmer would be the best to buy?

I have been looking at this one:

can I use this just with my laptop and MPLAB? or is more hardware/software needed?
